Labs and Major Developments Among Biggest Bay Area Construction Projects

The Bay Area in California continues to see ambitious construction projects reshape its skyline and infrastructure. From hospitals and research facilities to large-scale residential developments, these projects represent billions in investment and years of planning. Silicon Valley Business Journal researched the top construction projects in Alameda, Contra Costa, Marin, San Francisco, and San Mateo counties, ranking them by estimated construction cost as of August 2025—including major labs and healthcare projects that are driving both innovation and economic growth in the region.

1. UCSF Health Helen Diller Hospital: $2.9 billion
Located at 400 Parnassus Ave., San Francisco, the 15-story, 880,000-sf acute-care hospital will feature 682 beds. Construction began in December 2024 and is expected to wrap in December 2030. The University of California, San Francisco is the owner/developer, with Herrero Boldt Webcor serving as contractors.

2. Biosolids Digester Facilities Project: $2.11 billion
This massive infrastructure and ground-up construction project at 1800 Jerrold Ave. replaces and relocates the Southeast Water Treatment Plant, the largest wastewater treatment facility managed by the SFPUC. Construction began in August 2019 and is scheduled for completion in July 2028. MWH/Webcor JV2 is overseeing the build.

3. Treasure Island Development: $1.4 billion
Treasure Island and Yerba Buena Island are being transformed into a mixed-use community with 8,000 residential units (27 percent affordable), 500 hotel rooms, 300,000 sf of retail space, 100,000 sf of office space, and 22 miles of walking and biking paths. Construction started in 2015 and is expected to continue through 2035. DeSilva Gates Construction LP is the lead contractor for Treasure Island Community Development.

4. Discovery Station: $1.1 billion
Located at 180 El Camino Real in South San Francisco, Discovery Station is a 1.1 million-sf mixed-use development featuring life sciences, retail, and residential spaces. Construction began in October 2024 and is slated for completion in December 2026. SteelWave is the developer, with Lusardi Construction Co. as contractor.

5. UCSF Parnassus Research and Academic Building: $643 million
This new academic and research facility at 533 Parnassus Ave. includes 5,000 sf of specialty labs and 7,000 square feet of clinical research labs for the School of Nursing. Construction began in March 2023 and is expected to finish in January 2028. UCSF is the owner/developer, with Hensel Phelps as general contractor.
