A report by the American Council for an Energy-Efficient Economy has named Massachusetts the most energy-efficient state in the nation for the second year in a row. The scorecard is based on policies and programs that encourage energy efficiency in multiple market sectors, and includes building codes, utility and public benefits programs and policies, transportation policies, combined heat and power policies, state government-led initiatives, and appliance and equipment standards. Oklahoma, Montana, and South Carolina made the most improvement since the 2011 scorecard was issued.
